DPP's Self-Certified Professionals (SCP) program lets you skip the plan-check queue. It also puts your $1M E&O on the line every time you sign. Ikena Permit is the independent compliance read you do before that signature.
What we check
- Setbacks against R-3.5 / R-5 / R-7.5 / R-10 / A / AG / B zoning tables
- FAR and lot coverage against ROH §21 LUO
- Height limits, story counts, and roof-form rules
- Egress, occupancy, and means-of-exit requirements per IBC Ch. 10
- SMA (Special Management Area) boundaries and shoreline setbacks
- Flood zone overlays and FEMA BFE requirements
- ADU eligibility and post-Bill 7 compliance
What we don't do
- We do not file permits or interact with DPP on your behalf.
- We do not stamp or sign drawings.
- We do not perform structural, energy-code, or MEP design review (advisory only).
- We do not represent ourselves to DPP. You are the SCP of record on every submission.
Audit trail
Every report stores: input PDF hash, license verified at upload, every model call (model ID, prompt hash, token counts), every flag (source sheet + page + extracted value + matched rule + verbatim citation + confidence score), and every AE review action with timestamp. If your E&O carrier asks how you verified compliance before self-certifying, you can hand them the trail.
How we cite
Every code reference includes the verbatim quoted clause text. Before any report is published, an exact-match validator confirms the quoted text appears in the source code corpus. If a quote cannot be verified, the flag is held for manual review — never published with a guessed citation.
